Terms of use

These terms govern the use of the Nordo service (nordo.ee), operated by MaruwForm OÜ. By creating an account or publishing an advertisement, the user accepts these terms in full.

Who we are and what the service is

Nordo is an online classifieds marketplace operated by MaruwForm OÜ (“the operator”, “we”). It is available at nordo.ee and in the Nordo mobile application in Estonia, Latvia, Lithuania, Finland and Sweden.

The service is an intermediary: it lets users publish advertisements and contact each other. Sales contracts are concluded directly between the buyer and the seller. The operator is not a party to these contracts, does not own the goods and does not act as a seller, agent or payment intermediary unless a specific service expressly says otherwise.

For the purposes of Regulation (EU) 2022/2065 (Digital Services Act, “DSA”) the service is a hosting service and an online platform. Our single point of contact for authorities and for users is info@nordo.ee. Communication with us is possible in English, Estonian, Latvian, Lithuanian, Finnish, Swedish and Russian.

Account

The service is intended for persons aged 16 and over, and only they may create an account. By creating an account, the user confirms that they are at least 16 years old and that the information they provide is accurate. We do not ask for a date of birth at registration and do not verify age independently. A user aged 16 or 17 may conclude transactions through the service only to the extent the law of their country allows minors to do so, including with the consent of a parent or legal guardian where the law requires it; the minor and their parent or legal guardian are responsible for this. The operator may restrict or close an account where there are reasonable grounds to believe that the user does not meet the age requirement or has given false information about their age.

The user provides accurate information and is responsible for keeping their password safe. Actions performed using an account are deemed performed by its holder.

Transfer of an account to third parties is not permitted. Where unauthorised access is suspected, the user must change the password and terminate sessions on other devices in the “Security” section.

Eligibility and accounts

One person may hold one account. Creating further accounts to get around a restriction or suspension is prohibited. Identity verification with Smart-ID or Mobile-ID, where offered, is voluntary; it links the account to one natural person, and a verified identity cannot be used for a second account.

The e-mail address of a new account must be confirmed with a code before the account can be used.

Advertisements and content

A user publishes an advertisement concerning an item they are entitled to dispose of and is responsible for the accuracy of the information, the lawfulness of the item’s circulation and compliance with third-party rights, including rights in images.

The operator is entitled to reject an advertisement, change its category or withdraw it in the cases provided for by the posting rules and the moderation rules.

Before publication every advertisement passes an automated check against the posting rules. An advertisement that raises doubt or appears to breach the rules is not published until a member of staff decides — usually within 24 hours; the user is notified and, in case of refusal, receives a statement of reasons and may appeal.

Business sellers and consumer rights

If you sell goods or services in the course of your trade, business or profession, you are a trader. A trader must state clearly in each advertisement that they are selling as a business and give the name and registration number of the business, its address and contact details, and may offer only products that comply with EU law. The operator may require a trader to provide this information and supporting documents, may check what is provided with reasonable effort, and may withhold or remove the advertisements of a trader who does not provide it or whose information turns out to be inaccurate.

A seller can choose “Business” already when registering or apply for business status later in the profile, giving the name and registration number of the business. The application is checked automatically against the public register of the country of registration: if the register confirms that the business exists, is active and has the same name, the status is granted at once. If the details do not match or the business is not found, our team reviews the application; an application can be refused only by a person. The operator may withdraw the status at any time if the details turn out to be inaccurate. While the application is pending, the seller’s advertisements are shown as those of a private individual. Once the status is granted, the “Business” label with the business details is added to the seller’s current advertisements — drafts, those under review, published and expired ones; when the status is withdrawn or given up, the label is removed from them. Reserved and sold advertisements keep the label they had when the deal was agreed, because the buyer’s rights are those stated at that time. Buyers see the name and registration number with the label, and the address, e-mail and, if given, phone number of the business under “Business details” in the advertisement, on the provider card and in the seller’s public profile.

Consumer protection rules — including the 14-day right of withdrawal for distance contracts and the statutory guarantee of conformity — apply to purchases from traders. They do not apply to purchases from private individuals. By publishing an advertisement that does not state that the seller is a trader, the seller declares that they are selling as a private individual.

Business users of the service are protected by Regulation (EU) 2019/1150 (“P2B”). Changes to these terms that affect business users are notified at least 15 days in advance, unless the change is required by law or addresses an unforeseen and imminent danger.

Prohibited items and content

It is prohibited to advertise or sell through the service: weapons, ammunition and components requiring a permit; explosives and pyrotechnics without a licence; alcohol and tobacco or nicotine products (see the country annex — in Finland and Sweden private sale of alcohol is prohibited, in Estonia, Latvia and Lithuania it requires a licence and Lithuania prohibits online sale of alcohol); medicines, prescription-only products and narcotic or psychotropic substances; counterfeit goods and goods infringing intellectual property; stolen goods; live protected animals and products covered by CITES; human organs, blood and tissue; personal data sets and documents of other people; sexual services and pornographic content; financial instruments, loans and cryptocurrency solicitations; anything whose sale is illegal in the seller’s or the buyer’s country.

It is also prohibited to advertise: goods whose sale or export is restricted by EU sanctions or by the rules on dual-use items; products that have been recalled or declared dangerous; gambling, lotteries, pyramid and similar schemes; forged or official identity documents, counterfeit money, and uniforms or insignia whose use is restricted by law; hacking tools, malware, stolen accounts, access data and unlawfully obtained licence keys; hazardous chemicals and plant-protection products not authorised for sale; live animals offered in breach of animal-welfare, identification or registration requirements; cultural objects whose sale or export is restricted; symbols and materials of organisations whose promotion is prohibited by law.

Content must not contain obscene language, insults, hate speech, threats, harassment, discrimination, false or misleading statements about goods or prices, or hidden advertising of third-party services. Photographs must show the actual item and must not infringe the rights of others.

Vehicles and real estate are advertised in accordance with the registration and disclosure rules of the country where they are located; the seller is responsible for the transfer of ownership under national law.

Posting rules and conduct

Advertisements. One advertisement describes one item, one set or one service, in the category that fits it. The title, description, characteristics (for a vehicle: year, mileage, accident damage and equipment; for property: area, number of rooms, floor, condition and energy class), price and photographs must correspond to what is actually offered: bait prices, photographs of another item or images that mislead about the offer, and advertisements for items you do not have or cannot hand over are not allowed. If a building or apartment offered for sale or rent has an energy performance certificate, its energy class must be stated in the advertisement. Known defects and rights of third parties — a lease, pledge, encumbrance or outstanding loan on a vehicle or property — must be disclosed. A shop or business may be advertised only by the business itself or with its consent, and its address, opening hours and range of goods or services must be up to date. Where the section allows it, choose “price on request” instead of a symbolic price such as 1 €. It is not allowed to publish the same advertisement several times, to republish an advertisement removed by moderation, to turn a published advertisement into a different offer, or to add brand names or words unrelated to the item in order to influence search results.

Messages. The chat is for questions about the advertisement and for arranging the deal. It is prohibited to send spam or mass unsolicited messages, to advertise other services or websites, to insult, threaten or harass, to keep contacting a user who has blocked you or asked you to stop, and to pressure a user into a deal.

Payments and safety. It is prohibited to send links to fake payment, delivery or login pages; to ask for bank card details, online banking, Smart-ID or Mobile-ID codes or confirmation codes from e-mails; to pose as staff of Nordo, a bank, a courier or a public authority; to demand advance payment for goods you do not intend to hand over, to send an overpayment and ask for a refund, or to offer “jobs” that consist of receiving and forwarding money or parcels.

Reviews and ratings. A review may be left only after a real deal and must reflect the author’s own experience. It is prohibited to create fictitious deals, to review your own account or accounts connected to you, to buy, sell or exchange reviews, to demand a benefit under threat of a negative review, and to artificially increase the views, favourites or position of advertisements.

Technical misuse. It is prohibited to use bots, scripts or other automated means to create accounts, publish advertisements or send messages; to get around limits, blocks or moderation decisions; to test or attack the security of the service without our written permission; to upload malware; and to collect other users’ data or use data obtained through the service for anything other than the deal in question, such as marketing. Please report any security vulnerability you find to info@nordo.ee.

Other people and minors. It is prohibited to publish other people’s personal data, documents or photographs without their consent. Any content that sexualises minors is prohibited; we remove it immediately and report it to the police. Goods and services intended for adults must not be offered to minors.

Jobs and services. A job advertisement must describe a real vacancy of an identifiable employer, must not require payment from applicants and must not discriminate on grounds prohibited by law. Services for which national law requires a licence, registration or qualification may be advertised only by those who hold it. Recruiting for illegal work or any criminal activity is prohibited.

Breaches of these rules are handled under “Suspension, termination and misuse” and the moderation rules; the measure depends on how serious the breach is and whether it is repeated.

How advertisements are shown

By default, advertisements in the feed, in categories and in search results are shown newest first, by the time of publication. Republishing a withdrawn or expired advertisement counts as a new publication; extending its term does not move it up.

You can change the order yourself: by price, from the lowest (advertisements without a price come last) or from the highest, or by distance from the city you have chosen (at equal distance, newer advertisements come first). Filters — category, city and radius, price and characteristics — only narrow the list and do not change the order.

The home page has separate blocks, in this order: “Recently added”; “Urgent sale” — advertisements whose seller is ready for a quick deal; “Listings” — advertisements for things people sell: all sections except Services, Jobs, Free and Wanted, newest first; “Services” — advertisements in the Services section. When you choose a city, the blocks show advertisements from that city (and, if you set a radius, from nearby places). In the app, each advertisement is shown in one block only: in “Urgent sale” if it is marked urgent; otherwise among the ten newest in “Recently added”; otherwise in “Listings” or “Services”.

Labels on photographs: “Urgent” — the seller is ready for a quick deal; “New” — the advertisement was published less than 48 hours ago; “Business” — the seller’s business status has been confirmed; a percentage — the price was lowered in the last 30 days, and the crossed-out price is the price the advertisement had before the reduction; “Free” — the item is given away free of charge.

The order is not personalised on the basis of profiling, and no one can pay to change it.

Deal confirmation, messages and reviews

Users can mark in a conversation that a deal between them has been completed. This mark is a technical record within the service: it updates the status of the advertisement, lets the parties leave reviews and reduces further enquiries. It does not create a contract with the operator, does not make the operator a party to the deal and is not confirmation by the operator that the deal took place, that payment was made, that goods were delivered or services provided, or that either party fulfilled its obligations.

Users are responsible for what they write in messages and for what they agree there. A deal discussed or arranged in the service’s messages is concluded only between the users concerned. Where the law permits or requires it, the operator may review messages to protect users, prevent fraud, handle reports and complaints and enforce these terms; it does not use messages for other purposes.

Services, provider cards and job requests

A provider card lists a person or a business under Services: the kinds of work offered, the cities served, an indicative starting price and examples of past work. The holder of the card answers for the accuracy of what it says, for holding any licence, qualification or insurance the work requires, and for performing the work lawfully. A phone number on the card is voluntary: the service never requires it, it is shown only if its holder switches the display on, and it can be removed at any time. Most subcategories of Services are for work done to order — repairs, cleaning, lessons and the like. Shops and trade, vehicle rental and equipment rental work like ordinary advertisements: you write to or call the business, and there are no job requests or reviews of work there. The operator decides which subcategories are for work to order.

To order work, the client presses “Message” on a provider card or on an advertisement in a subcategory for work to order. The client’s first message opens a job request in that conversation and becomes its text; the details are agreed in the same conversation. The request becomes an agreement only when the provider takes on the work there and states the price. Until the work is confirmed as completed, the client can cancel the request and the provider can decline it. Completion is confirmed separately by each side; until both have confirmed, the request stays open. Marking a deal as completed, as with the sale of an item, is not used in Services. The contract for the work is concluded between the client and the provider: the operator is not a party to it, does not perform the work, does not hold the payment and does not guarantee the result. Where the provider is a trader and the client is a consumer, consumer protection rules — including the rules on contracts concluded at a distance or away from business premises — apply to that contract.

A review of work can be left only for a request that both sides confirmed as completed, and only by a party to it. The provider rating is calculated from reviews of all of the provider’s jobs — ordered both through the card and through their advertisements in subcategories for work to order — and the number of completed jobs shown on the card is counted in the same way; both are kept separate from the rating a person has as a seller of goods. Reviews are moderated under the same rules as other content, and a removed review is excluded from the rating but kept in the record.

Use of the service

Publishing advertisements and using the service is free of charge for private individuals and traders.

Publishing advertisements in the app may require its current version. Older versions of the app keep browsing, messages and purchases; we remind users to update in good time.

Intellectual property

Users retain the rights to the content they publish. By publishing an advertisement the user grants the operator a non-exclusive, royalty-free, worldwide licence to store, reproduce, adapt for display and display that content on the service, in search engines and in the operator’s marketing, for as long as the advertisement is online and for the archive retention period thereafter.

The Nordo name, logo, design and software are the property of the operator or its licensors. Automated collection of data from the service (scraping) without written permission is prohibited.

Rights holders may report infringing content through the “Report” function or at info@nordo.ee; notices are handled under the moderation rules.

Suspension, termination and misuse

The operator may remove content, restrict visibility, suspend or terminate an account for a breach of these terms, the posting rules or applicable law. Except in urgent cases, the user receives a statement of reasons and may lodge a complaint under the moderation rules.

It is prohibited to give false information about yourself or your business, to pose as another person, to state a business you are not entitled to represent, and to deceive other users in advertisements, messages or deals. Depending on the gravity of the case, the operator may remove the advertisement or content, remove the identity-verified badge and any business status, restrict or suspend the account, or close it permanently; creating a new account after that is prohibited. Where there are signs of fraud, the operator may report it to the police and provide the relevant data to the competent authorities as permitted by law. The user is liable for damage that false information causes to other users or to the operator.

In accordance with Article 23 of the DSA, users who frequently provide manifestly illegal content, and users who frequently submit manifestly unfounded reports, are first warned and may then be suspended for a reasonable period.

You may delete your account at any time in the application (Profile → Security → Delete account) or on the website. Deletion is irreversible: your profile, advertisements, favourites and settings are removed; messages, reviews and completed deals are kept in anonymised form for as long as they may be needed as evidence in a dispute, and for the periods required by tax and accounting law.

Limitation of liability

The service is provided on an “as is” basis. The operator does not guarantee uninterrupted operation and is not liable for losses arising from transactions between users.

The operator does not check and does not guarantee the quality, safety, legality, ownership, availability or conformity of goods and services offered by users, the accuracy of advertisements, the identity or solvency of users, or that users will fulfil their agreements. Payment, delivery and handover are agreed between the users, and each user bears the risks of their own transaction.

Under Article 6 of the Digital Services Act the operator is not liable for information stored at a user’s request — advertisements, messages, reviews — as long as it has no actual knowledge of its illegality and, on becoming aware of it, acts without undue delay to remove it or disable access to it. Nothing in these terms limits liability that cannot be limited by law, including liability for intent and gross negligence, or the mandatory rights of consumers.

The operator’s liability to a user is limited to the amount paid by that user for the services of the service during the twelve months preceding the event. The limitation does not apply where applicable law excludes it.

Taxes and reporting (DAC7)

Sellers are responsible for their own taxes. Regular resale for profit may be taxable income under the law of the seller’s country.

Under Council Directive (EU) 2021/514 (“DAC7”), where the operator qualifies as a reporting platform operator, it must collect information about sellers and report it to the tax authority. This applies to sellers of goods, except those who in a calendar year complete fewer than 30 sales and receive no more than €2,000 in total — so reporting starts with the 30th sale or once €2,000 is exceeded — and, without any threshold, to sellers who, for consideration, provide personal services or rent out immovable property or a means of transport through the service. Such sellers may be asked for their address, date of birth and tax identification number; accounts that do not provide the information after two reminders may be restricted.

Changes to these terms

We may update these terms. The date of the last change is shown at the top of the page. Material changes are announced on the service at least 15 days in advance; continued use after that date constitutes acceptance. Where you do not agree, you may delete your account before the change takes effect.

Governing law and disputes

These terms are governed by the law of the country in which the operator is registered. Consumers also enjoy the mandatory protection of the law of their country of residence and may bring proceedings before the courts of that country.

Before going to court, a dispute with the operator may be referred to the national alternative dispute resolution body listed in the country annex of the “Legal information” page. Disputes between users about a purchase are resolved between the users; the operator assists as described on the “Dispute resolution” page.

The English version of these terms is the reference version in case of a discrepancy between translations. Nothing in this provision limits any mandatory rights or protections granted to consumers under applicable law.
